Much of the food must be imported from the mainland, and shopping is centralized in large supermarket chains. During the early stages of the quarantine, residents could leave their house only to make essential purchases according to their government-issued ID number (numbers ending in one or two could go out on Monday, three and four could go out on Tuesday, etc).
