According to the U.S. Bureau of Transportation, about 10 million pedestrians and car passengers passed through legal ports of entry in Nogales each year in pre-COVID times. During the pandemic, it was roughly half of that number. Economies on both sides of the border rely heavily on this cross-border commerce and movement.
